Where do the exchange rates come from, and how fresh are they?

Rates come from the European Central Bank's daily reference rates, via the free Frankfurter API. They update once per business day, not intraday, so treat this as "today's official reference rate," not a live, second-by-second market price.

Why only 30 currencies?

That's the full set the ECB publishes daily reference rates for. It covers the currencies of most major economies, but leaves out many others (the Russian ruble or Vietnamese dong, for example) that a full commercial data feed would include.

Can I use this rate to actually exchange money?

Treat it as a reference point, not what you'll actually get. Banks, card networks, and currency exchange counters all add their own margin on top of the mid-market rate shown here, so the amount you receive in a real transaction will be somewhat less favorable.
