In global logistics, transport capacity is limited by both the physical weight a vehicle can carry and the physical space (volume) available inside it. To balance these constraints, carriers charge based on chargeable weight, which is the greater of the physical scale weight and the volumetric (dimensional) weight. Volumetric weight is a calculated metric that represents how much space a package occupies, converted into an equivalent weight value using a standardized conversion factor known as a billing divisor.
If a shipment is light but bulky, its volumetric weight will exceed its physical scale weight, and the carrier will bill based on size. If the shipment is dense, its physical scale weight will exceed its volumetric weight, and the carrier will bill based on scale weight. The threshold where these two values balance is the break-even density.
Understanding Shipping Divisors and Density Thresholds
A billing divisor represents the cubic volume that counts as one unit of weight. Each transport mode uses a specific divisor, which acts as a density threshold. The Cargo Volumetric Weight Calculator supports several standard billing rules:
- Air freight (IATA): Uses a divisor of 6,000 cm³/kg (166 in³/lb). Under this rule, 1 m³ of space is treated as equivalent to 166.7 kg. Billed weight rounds up to the next 0.5 kg.
- International express: Uses a divisor of 5,000 cm³/kg (139 in³/lb). Under this rule, 1 m³ of space is treated as equivalent to 200 kg. Billed weight rounds up to the next 0.5 kg.
- European road (LTL): Uses a divisor of 3,000 cm³/kg. Under this rule, 1 m³ of space is treated as equivalent to 333.3 kg. Figures are displayed as unrounded values.
- Ocean LCL (W/M): Governed by a weight-or-measure rule where 1 m³ of space counts as 1,000 kg (1 tonne). The billing is determined by whichever value is greater.

Consignment-Level vs. Per-Piece Rating
The method used to calculate chargeable weight varies significantly between freight transport and parcel networks.
Consignment-Level Rating (Freight)
Air freight, international express, European road, and ocean LCL aggregate the total volume of all packages in a shipment before applying the billing divisor. The total physical scale weight of all packages is also summed. The carrier then compares the total volumetric weight against the total scale weight to determine the chargeable weight.
Per-Piece Rating (US Parcel & USPS)
US parcel carriers (UPS, FedEx, and USPS) calculate chargeable weight on a per-package basis rather than summing the shipment first.
- US parcel — UPS · FedEx: Each individual side of a package is rounded up to the nearest whole inch. The volumetric weight of each piece is calculated using the 139 in³/lb divisor and rounded up to the nearest whole pound. These individual rounded values are then summed across all packages to determine the final chargeable weight.
- USPS parcel: Each side of a package is rounded up to the nearest whole inch, and each piece's volumetric weight is rounded up to the nearest whole pound. However, packages with a total volume of 1 cubic foot (1,728 cubic inches) or less are exempt from dimensional pricing and are billed solely by their physical scale weight.
Measuring Irregular and Cylindrical Cargo
Carriers do not calculate the actual geometric volume of irregular items, such as cylinders, tubes, drums, or packages with bulges. Instead, they measure the dimensions of the smallest imaginary rectangular box (bounding box) that can fully contain the item.
To determine the dimensions for irregular cargo:
- Identify the extreme points of the package along its length, width, and height.
- Measure these maximum distances, including any handles, wheels, packaging, or pallets.
- For cylindrical items (such as tubes), the diameter is used for both the width and height dimensions.

Which weight does the carrier actually bill?

Why does the same box cost more by express than by air freight?
Each rule’s divisor is a density threshold in disguise. Air freight divides by 6,000 cm³/kg (1 m³ counts as 166.7 kg); express networks such as DHL, FedEx and UPS divide by 5,000 (200 kg per m³), so the same box weighs 20% more on paper. European road tariffs often divide by 3,000, ocean LCL counts 1 m³ as a full tonne, and US parcels divide cubic inches by 139.
How can I lower the chargeable weight?
Shrink the box to fit the product, cut void fill, compress what can be compressed, and consolidate several small cartons into one larger one. If your shipment is denser than the rule’s break-even (for air freight, 166.7 kg per m³), the scale weight already governs and tighter packaging changes nothing on the bill. Is a multi-box shipment billed per box or as a whole?
It depends on the rule. Air freight, express, road and ocean rate the consignment as a whole: volumes and weights are totalled first, then compared. US parcel carriers bill each package on its own — every piece’s dimensions and weight round up separately — so two light-but-bulky boxes can cost more than the same goods in one tight carton.
What about tubes, drums and irregular shapes?
Carriers measure the smallest rectangular box the item would fit in, from the extreme points in each direction — a tube bills as its length times its diameter twice, not by its true cylinder volume. Measure that imaginary box and enter those three sides here.
